No. Falling birth rate isn't about sterilisation. It is about people choosing not to have children, or opting to have less children.

It is a result of ageing populations and more people choosing to be single. Among other things.

Sigh. One reason is that it reduces the rate of infant mortality so they don;t need to have so many kids. For example, instead of having 7 kids they have 2. Does that help?
