in the US, Financial aid to ukraine was voted on by both the house and senate, it passed both houses with huge bipartisan support.
so biden didn't 'gift' them the money, it was voted for by members of both parties.

Yes by both parts of what some people call the uniparty. I don't think it matters what label you put on it.

That thing which gives the US and the world endless war.
That thing that keeps the war corporations churning over and all those that have been lobbied well oiled.
That thing that runs up huge debts with its wars and swallows up your taxes that could be spent elsewhere...
That thing that runs up debts and makes decisions that lead to inflation, from which normal people suffer the most on a day-to-day basis.
That thing which rejected all attempts by Russia in the early 90s of having a better relationship with the west. Poor sods even wanted in in NATO.
