o the authorities, the security services and the powers that be.
I can't exactly remember if the word 'police' was used, and I apologise if I've got that wrong.
But it's not unreasonable to assume he meant them too, as he has also written about training the police.
Now, in essence of the group, the messages and the reporting, you should surely be aware of all of this.

b) You read and replied to a lot of the messages.
c) Specifically, in reply to where the reporting of an individual is discussed, you empathize with the action of reporting this individual.
(Not the reporting of the individual to the admin of this site, but to elsewhere.)
