I know that the away end is completely sold out, but, it’s announced on the official website that there are still tickets available for wheelchair spaces.
My question is, are ambulant disabled allowed to purchase tickets for the same area ?

Doubt it, they're just spaces for wheelchairs, no seats. The wheelchair space will come with a free seat for his/her helper

I was asking about the situation regarding those not in wheelchairs.
Are they allowed to apply for tickets for the designated areas ?
At Filbert Way, you can have disabled tickets in all parts of the ground, not just designated areas.

When I had my ST in Wheelchair space 33 that was pitchside and the helpers/ambient disabled were in the first row of seats
