Referee in WWC

England were awarded a penalty . Decision overturned after it was ruled foul was just outside the penalty area.
Play restarted with “drop ball” - I.E . given to Nigerian keeper to clear .
Surely it should have restarted with England free kick on edge of area where offence was deemed to have occurred ? Not a peep from the expert pundits .
Any ideas ? I can only assume that as VAR was looking at penalty decision alone there could be no award if a free kick instead
Glad we haven’t got to put up with the nonsense any more .

In case like that drop ball to the team in possession is the restart
I assume VAR said no foul had taken place

Nobody knows the rules of association football any more.
Players, managers, & supporters all confused by inconsistent decisions.
The rules are interpreted differently in virtually every tournament & every national league.
I used to know the rules inside out but now am constantly baffled by inconsistency.
