Can English coppers arrest people in Canada?

McCloud (tv series 1971-77). New Mexico cop in stetson and cowboy boots is transferred to Nanpanton and not Manhattan due to a clerical error.
Murder in Nanpanton (series 2,episode 5) includes a thrilling horse/car chase through the centre of Loughborough!

He's not really a cop though, so that doesn't count. :unsure:
