Bit of an iconic moment in retrospect

As a bit of a clue. The TWO actors in the shot (although you can see part of his uniform his face is hidden by the windshield) will always be linked together by the British public but this is the only scene they ever worked together.
Maybe one for Borebage?

Yes, in a particular iconic BBC sitcom they were brothers but never acted together. The scene is the only time they were ever in the same scene together.
