I think they are trying to or discussing ways of sanctioning punishiment of the owners at this moment in time and trying not to involve punishments that may affect the clubs, fans or players i.e points deductions

To be fair it was the fans of these clubs protesting that shot the shit show down. It doesn't seen right to punish them for it
