I believe the OBR have said that they didn't know the savings the previous government intended to implement so the black hole would probably be less than the figures quoted.That's OK then...the Tories just pretended a £9.5bn "black hole" didn't exist...
The OBR does support the Chancellor's argument that the previous government's spending plans were unsustainable and that additional funding is needed to cover the shortfall, including and above the £9.5bn...

The £9.5bn figure is an early number from the OBR which didn't include loads of additional spending commitments that they'd not been made aware of.
The £22bn figure is a number that the Treasury came to in July after adding everything together.
