"Did this actually happen?"

Not that I could see.

The government, whoever it is, has always changed public transport timetables on 15th of March. A bridge might be closed for some hours or a metro station closed too. What that means is, you might have to get off one stop early, or take a different route.

Here's the strange thing.... If the whole system was closed for mass movement, how did Orban's supporters, in their thousands, manage to get in and use 'the closed' system?

Everything around me ran as usual. My son used the system with his mates to get from one party to another. (He's still out. 🤣).

I don't know if this automatically translates into English. But you can see, for example, the police said they might close the Opera House station and the one next to it for security reasons. The train would still go through the stations. But if you get off the station one stop early, and walk to the Opera House, we're talking about 5 minute walk. (Like walking from the Clock Tower to the Town Hall.). I can't see how that change would make any difference to a protest.
