No more foul throws

I am not sure if the laws have changed in recent years but in any free kicks around 20 yards either side of the half way line the opposing side player 'stands on the ball' until his side are ready to defend, stopping the other team taking their free kick, with no yellow cards dished out.
Obviously, anything within 35 yards of goal, out comes the aerosol.
 
How is this going to affect the non offside rule with a throw in. Will it still be applicable with kicks from the sideline with having a longer range?

Is that the aerosole that gives out the yellow cards?
 
I was just thinking what is the problem that this potential law change is designed to solve, and then I see the quote from that alleged 'genius' Arsey Whinger: "throw-ins and free-kicks were the two big time-wasters at the moment". Just how is changing from a throw-in to a kick-in going to save time? Especially so if it just becomes another type of free-kick itself? Leave it alone...
 
The game has developed over generations to include natural pauses.
Changing the throw in smacks to me of looking for a solution to something that isn't broke
by committees of well paid people looking for something to justify their pay.
