I'm confused though, how they are able to meet FFP wage rules, unless those have changed?

I am sure they had 30 players out on loan last season..
New rules come in next season where you are only allowed to loan out 6 players.

PL removed the Short Term Cost Control rules back in 2019

New rules come in next season where you are only allowed to loan out 6 players.
