Going back to when Nazanin travelled to Iran, the FCO had relaxed its advice on travel to Iran in July 2015.
This was a result of improved relations between the UK and Iran.
Commercial flights were resumed.
There were hopes for the Iranian tourist industry.
The FCO advice was amended after she was detained.

I'd say Johnson putting his foot in it a few years ago probably didn't help.

That was the advice in July 2015.
But the Embassy reopened in August 2015 and the Ambassador reinstated in 2016.

I thought it was always regarded as a legitimate debt. It was US pressure not to pay it as they had sanctions against Iran.
