Why the fuck didn't they do the northern bit first. It takes 3 hours to get from Liverpool to Newcastle by train.

London got Crossrail. Talk about levelling down.

If they'd done the north first they could have at least made a success of linking the north together.

Isn’t most of the tunnelling in the south? Not sure who made the decision of where it started but once tunnel boring machines have started it means you’ve seriously got ‘spades in the ground’, and can’t easily scrap the project. Not the best idea for levelling up.
Crossrail was only forecast to ease journeys on the tubes for 7 years before the increasing population in SE meant that congestion levels returned. It’s why Crossrail 2 is also needed but as you say more ‘levelling down’.
