can i lay concrete/slabs on top of tarmac? its NOT for vehicles. iv extended the garden on to the drive, will be used for seating area.

Don't take this as cosher but I heard that if you put concrete onto tarmac it explodes

You can lay laminate flooring on top of your carpet to give it that "Springy" feel.

yes you can if the tarmac as a solid base. I'd use a wet mix so there's no movement.
