Yep. All clubs do it. Arsenal being the most well known example. (Full house on paper/ empty seats in practice)
I believe it’s down to original purpose of publishing ‘gate receipts’, in which case non-attending season ticket holders would still count

We had a few tickets for sale and Norwich did not sell their reduced allocation.
Loads of empty seats round me in L1.
