Yes it is. Leppings Lane was two tiered (still is) and then had seating in the upper tier with standing terrace on the lower tier. The upper tier was covered and there may have been a bit of a overhang over the standing terrace but too high up to provide any shelter.I was at that game as a 12 year old. Apart from the seating being added, the stand is exactly the same today, with the same tunnel underneath the upper tier.Yes it is. In 1969 you still accessed the lower tier through the tunnels beneath the seated stand and entered an open terrace which was without the pens and fencing. They were put in place later, but before the disaster 20 years on.
Without pens and fencing it was still packed and a bit of a crush going through the tunnels.
The other end, where the West Brom fans were, and the end in which Clarke scored, was a large open end.
