The north stand yesterday

Can anyone explain the stewarding yesterday please?
Looking left to right from the kop end, there was a line of hi-viz's down the side of what was probably block P (home fans), then a block presumably sold to home fans that HTFC didn't want. Then there was a block or two of covered seats, and then another line of high viz's down the edge of the away fans.
Couldn't see the point of the first line of stewards described above, who were just standing in the middle of home fans with fuck all to do......

They were instructed to wake up anybody snoozing
 
What I did notice in block P is that it remained pretty full until the end of the game - very few there left their seats once the clock hit 85 minutes.
