If they want a carnival or whatever then good luck to them. Parents can chose whether they take their kids or not (and maybe explain what it’s all about) but to force it on kids in such an overt way without their parents consent is wrong.
Personally, if I had kids of that age I’d probably take them to a carnival, let them enjoy the day and explain a little of what it’s all about.

Still don't know why we need carnivals to promote certain types of sexuality? Nor religion either.
Nothing that children should make a choice about until they are adults, should be promoted in schools.
Other than common decency, financial skills and pride in your whole community.
