That is a good question
Since the new owner has taken over they have mentioned 1 Billion pounds (I know that his hard to believe).
But... they have also sold lots of players for decent fees (Mount, Havertz, Pulisic, Jorginho, Kovacic both goalkeepers to name a few)
I am sure somewhere is their nett spend.
Finally, they put all these players on 8 year contracts. If they are not up to the mark you will incur a huge payout.
