That's always their plan when the opposition might actually put up a fight.
Afghanistan - poor, we'll invade.
iraq - poor and been under sanctions, we'll invade
iran - might have nukes, don't invade, let's try sanctions.

There are quite a few countries/leaders that are sanctioned, but don't get invaded.
I get your point, but I was really getting at the fact that the most damaging war machine in this century so far, has been the US, western one. Let's hope no one tries to starve it.
