I don't know, but whichever way it is, it's clearly flawed or not a good system for the US's voting procedure.

I've just read the report that this tweet is based on.
it really wasn't a forensic investigation.
There was an issue in this county that got picked up and resolved, this investigation falsely conflates this issue with fraud, something denied by Republicans that control the county.
Also, Antrim county is republican county that Trump won and also crucially a county where no claims of voter fraud have been made in court.
Antrim county uses paper ballots that could of been counted to verify that they matched the machine count, but this wasn't requested, because...?

I'm so confused.
Much like the guy that wrote the report,
did you know, in an earlier report that he wrote in a signed affidavit he mistook Michigan for Wisconsin and in so doing claimed voter problems that didn't exist

There is so much less to this than has been made out. Human error.
Officials forgot to update their programming in the tabulators. The issue was discovered and the clerks office reviewed the printed tapes and hand-entered the results in the the States central system.
There was no issue with the Dominion machine.
Desperate stuff now. Laughable.
